Can't sign in to Office applications

We are having an issue, that no students can sign into excel, word etc and It is displaying "sorry we are having some temporary server issues" when they press sign in. It works fine for teachers though. I think we have ruled out filter and office 365 licence, we think it is GPO but theres nothing obvious that we can see that could be blocking this. Anyone any ideas what could be causing this?

Maybe a licencing issue if its all students but no staff, if theycan sign into Office.com I get my subscriptions on this page https://portal.office.com/account/?ref=MeControl
