What are others doing?

Is it always on vpn to keep them up to date?

Or configuring SCCM for Internet clients?

Or using Windows Update for Business/Intune?

Intune. We dont have many and not done anything fancy but it seems to work well and is getting better as time goes on. Good practice for the cloudy future too!!

Are you trying to standardise on 1809/1903. This seems to be the main issue as I don't want to go to the 03 release but you can't control this with Intune without a powershell script and hosting the 1809 yourself from a webserver.

I'm trying to find a laptop we have done this to, but we have been doing it for about a year. What are you having to control with the Powershell? If you mean the sign up we got the info needed and used the AutoPilot sign up. We did rebuild them all as well. SO if you aren't able to do that it may be harder.

Off the top of my head we setup an MDT server on its own special VLAN, Laptops are built using that and having had their details imported they get sucked into Intune as soon as they are built.
