Windows 10 LTSC 1809 chrome proxy not applying

Using Windows 10 Ent LTSC 1809

I cannot get the Proxy pac or settings the work in the Chrome admx for smoothwall proxy. (tried user & machine)

Unless I open IE first

cant find a fix anywhere that works

 

tried deploying registry to HKLM without joy

 

Spent crazy time on it now and beaten
