If you open chrome you can access chrome://settings/

 

As soon as you sign in to Chrome browser you can't access chrome://settings/

 

[h=1]settings is blocked[/h]The person who set up this computer has chosen to block this site.

• Try contacting the system admin.

If you are signed into a G Suite domain then the G Suite Administrator has blocked access to that URL in the G Suite console under User Settings > URL Blocking
