Fresh Install - Setup page not loading properly

Does anyone know why my setup screen doesnt display properly (see attachment)? IIS is a complete mystery to me... I think I've followed all the instructions but its possible I may have misunderstood something. I'm running IIS8 on Win 2012 R2 as a member server.

Edit the web.config file and look for the section and remove it
