Server 2016 Start Menu issues

Strange one this guys and gals,

 

We have one server that does everything(DC,DHCP,FS,PS etc...) and the server seems to have picked up the start menu redirection settings. I also cannot search and run programs like CMD. It shows in the results but does nothing when clicked. I have disabled inheritance on the container for the DC and RSOP shows that the start menu redirection and restriction settings are not being applied to the server. Is there perhaps a reg setting for forcing the start menu back to local? It's very odd and I've not seen this before.

You might need to create new GP's to reverse the original GP's.
