Shortcut icons appearing blank

We have several links to online resources, G Suite, ECDL, etc, and because people associate the white-page icon with 'that can't be done on this PC' we have a folder on the network with .ico files.

 

I'm fairly certain it's not a permissions issue.. The icon cache folder has Read permissions for Everyone (as well as Authenticated Users and the Pupil group), and the icons work fine with the same user/same location on Windows 10.

 

The only solution I can find to this online is deleting IconCache.db and letting Windows recreate it, but IconCache.db isn't part of the mandatory profile so it's getting created at each login.

 

Is this a weird 'quirk' of Windows 8.1 or have I missed/forgotten something?
