Google classrooms limits to adding groups

Anyone aware of any limits to teachers adding groups to a google Classroom class? I know a class can't have more than 1000 students but we have an issue where a teacher has been creating classes, and then adding a single group (approx 200 users) to them, so each class tends to only have 1 (or max 2 group) groups invited to it.

 

Now they get an error saying 'Can't invite more class members' when adding a single group to an empty class - this implies there is a limit, but having been on with google support I still haven't found an answer yet.
