IIS help - cannot access files in wwwroot

I have a website running in IIS fine. The site is in its own folder in the wwwroot directory. (wwwroot\website)

 

When i try add a file into the root e.g. wwwroot\index.html it will not open that file in a web browser.

 

Any ideas or pointers as to what this could be?
