Managing allowed apps using Profile Manager

Does anyone know a good way to manage which apps appear in the dock and can be run using Profile manager without having to install the apps on the server?

 

I'm trying to build a new image using 10.12 and manage it using Profile manager. We are currently using Workgroup manager.

 

I've added apps to the dock by creating blank automator apps and copying them into the Applications folder on the server and then adding them to the dock apps in Profile manager, I've also added them to the Allow Apps list, but when a user logs in and tries to open one of the apps they get a message "You don't have permission to use the application..."
