The teacher wants to run Windows XP and Ubuntu within the environment. It is my understanding that the Windows VM will require it's own licence. Is that correct? Thanks in advance!

Sort of, but the answer to your question depends on how the host PC is licensed and/or whether you have a volume licensing agreement with Software Assurance.
