Office 365, custom tiles.

So i've gone to Office 365 Admin, Settings, Organisational Profile, and clicked 'Add Custom Tiles'. They appear for me, and other users, except the Head does not get them. I've looked my self and when he goes to add it they just don't appear, other tiles are available for adding, just not the custom ones.

 

Anybody else using custom tiles and come across this? If i have to phone Microsoft support i might stab somebody in rage.
