Provisioning Packages -- anyone using these?

So I started with the new Set up School PCs app, and liked the simplicity for deploying cheap Azure AD/Office 365 devices. Unfortunately it refused to retain the Wi-Fi profile I added, and I was hoping to configure a few more things (e.g. the home page in Edge).

 

When I learned that the app is simply a wizard for creating a provisioning package, that lead me to Windows Imaging and Configuration Designer (ICD). It has an option to import an existing provisioning package. "Great!" I thought. Well no, it just spews various errors when importing it and won't let me do anything with it. Why would a Microsoft app create a provisioning package that can't be used with their own provisioning package editor!?

 

Anyway, I'm feeling a bit lost at this point. I could create a new provisioning package with ICD, but I can't find half the things the app does. Is anyone here using either of these tools? Any advice?

I'm wanting to use shared mode but I think I'm going to use SCCM to get into a boot image to deploy. You can manually add them. I understand they are just answer files. But running them command line with dism is only supported with a offline image.
