Allowing access to Public folders on local disk

Yep, Lightroom problem.

 

need to let the pupils use the local public folder on the computer to save there light room files.

 

I cant seem to let them have access. I have access to the C drive blocked but i updated my GP to allow access to the public folder but now it wont let them. Any help?
