Evaluation Guidelines

I'm having to evaluate various different VLEs from a technical perspective, and wondered if anyone knew of any official (or unofficial) guidelines or frameworks for this. I'd rather not have to start completely from scratch if there's anything out already.

 

If there aren't any, or anyone has any suggestions, those would be great. I am working on a set of guidelines myself but its involving a lot of revisions and edits as I work back and forth through it and is far from complete.
