Yosemite - Profile Manager - Shut down Computers

I have set a shutdown time in Profile Manager (Yosemite server) for 50 or so Yosemite clients. The Macs shutdown as expected but ONLY if someone is logged in, otherwise nothing happens.

 

From Console at the shutdown time the following is recorded, can someone please advise?

(They have all be freshly restarted before the shutdown time of 10.15 and no one had logged on since the restart)
