Uploading Files with URL Encoding

Hi, I just noticed an issue while testing after installing several patches. It seems I can't upload a file to My Files if it has a name with url encoding in, such as "my%20file.doc"

 

All other files seem to upload just fine, so I was wondering if this is an issue with my setup or a bug. Just wondering if anybody else could reproduce the issue.
