School - Alert when x emails are sent to one person per day

Is it possible to somehow create a rule in Exchange that when say 10 emails are exchanged between two accounts per day a email is sent to an administrator?

I am thinking this through from a safeguarding point of view.

When you say you are thinking of this from a safeguarding point of view what do you mean?

 

Emails should only need to be looked at upon request from the right person and if it is justified to do so.

I don't know of a way of doing this however from what dkeen94 said, you will need to make sure it is in your AUP/ICT Policies saying it is being monitored, why and to what effect as per DPA. You can say that as it is a school system you reserve the right to look into email accounts and check for issues relating to safeguarding from the designated officer for CP.
