Google Apps suspended Users

We have set up all staff with accounts on our Google domain. 5 users have gone straight into "suspended users". They never logged in but are required to do phone verification. If I try to login as one of the users I get a "Verify your Identity - We've detected unusual activity on your account. To sign in, please follow the instructions below".

 

Is there anyway to bypass this? I don't want users to have to do phone verification. We are trying to sell the concept of GAFE to users and obstacles like this don't help!

That's odd. Never seen this on a newly created account before.

 

Have you spoken with google? There helpline is pretty good.
