Group Policy Secondary Home Pages Opening Google As Well

We are trying to make the user's browser (IE11) open with both our external website and VLE.

 

I've gone into User Configuration > Policies > Administrative Templates > Windows Components > Internet Explorer, disabled the "Disable changing home page settings" and enabled the "Disable changing secondary home page settings" with the two sites as the secondary home pages.

 

When users open their browser it opens:

Google

External website

VLE

External website

 

Anyone got any suggestions?
