Hi Artmcotez, I spent ages looking at this but basicly it seems with Mavericks you have yo use Apple Profile Manager on your Apple Server to create mobileconfigs which set the profile up for you.

 

Just remember if you need to remove them you have the terminal and use

 

sudo Profiles -D

On Mavericks i just enabled the root account, then created a new user, got it how i wanted , logged in as root and copied the contents of that user profile to /System/Library/User Template . I then emptied the contents of the Key Chains folder in the User Template/Library folder to stop the keychain nagging at login.
