How to block onyl NSFW youtube vids?

Hello,

 

I'm trying to find a product or solution that will let students watch youtube videos when youtube Safe Mode is enabled yet block videos when it is is not? Or block NSFW videos on the site.

Have you had a look at YouTube for schools? It's not quite what you've asked for as I believe it works on a whitelist system rather than blacklisting or filtering, but it would certainly allow you to prevent access to NSFW content without blocking the whole site.
