Adobe illustrator cs5 "Missing required plugin BRS pencil tool ExpandS

Has anyone managed to fix this error?

 

Running on win7 x64. The program opens fine when run as an administrator but when ran as a normal user we get

 

Missing required plugin BRS pencil tool ExpandS

 

and then the program crashes with a Vistal C++ runtime error.
