TouchPad Issues

hey everyone this is probably a silly question but my laptop's (Toshiba Satelite Pro c660-2f5) touch pad works but has to be switched off then on again upon restart to work. I say off then on because I have to press the keyboard shortcut twice for it to work, 'Fn+F9' so once to turn it off and then again to turn it on.

 

I've tried turning it off and removing the power and battery and then holding the start button down for 30secs before starting it back up again and then entering the bios and resetting it.

 

I've made sure its set within windows to be active.

 

I've uninstalled windows and reinstalled windows - it even does it with the install disk.

 

I'm really stuck with this one.

 

 

(normally this wouldn't be an issue but when loading a linux Os the Fn+F9 temporary fix doesn't work, i know this is a windows forum so no linux help i'm just giving a reason as to why im trying to get it sorted)
