What is Cost Affectivity

I'm doing a project on quality systems and I have to define cost affectivity - notice the 'A'

 

My question is, does anyone know what this is? I've spent hours searching and I am still none the wiser.

The only time I have heard it phrased as such was about 3 years ago at a seminar. They were talking about it in the literal sense ... how costs affect services. It was part of a model looking at TCO and the balance between quality of the delivered service and the cost. I will dig through my old papers and try and work out who it was that was speaking, but I am pretty sure it was at the IT Support and HelpDesk show.
