    On Windows or other?

    A bog-standard scheduled task on windows, probably calling a batch script with the necessary options.

    On other, place a script in /etc/init.d/ and link to the appropriate runlevel.

    Bear in mind that's (automated packet logging) a good way to fill your diskspace.
