Were having an Internet re-think here now.
We have decided to go down the Walled Garden approach. So the default stance of a PC is only sites in our allow list get through, (ie Office online, Bytesize etc) so that the kids do not go off to things the should not be in lessons.
I've got this working in ISA Server 2000 now, i've created different Client Sets for different labs.
We still need it to allow full normal internet at the teachers request, which is easy remove the Client set from the Apply part. BUT at the moment you have to do this from the server, and that means i have to do it.
I've looked around for the ISA Server MMC Snapin and cannot see one. I would rather some nice interface with only the part they needed was there, but its not. Is this a difficult task? Any ideas on how to solve this problem?

The snapin, and tools for making a dumbed down interface are avalible in the ISA SDK.

Thanks geoff, i saw that and thought it was for programmers, but i'll take a closer look now.
As for ISA 2004, what extra things can it do that ISA 2000 cannot? As i do not have a clue.

Kinda, it's blurring the boundry between system admin and programming. But then, so did your question.

If your using Client sets will your systems not need static ip addresses? The only way I can see to do this is using a Destination set which only allows certain sites, yet you could not use this on a per room basis?

To get around the IP problem i've put reservations in the DHCP Server for all Lab workstations, pain i know, but its what i had to do.
