Off the top of my head I would point to the free downloading of archive film clips from the British Pathe Library and royalty free music from AudioNetworks.
You can access these outside of RBC connections, but you have to pay on a per download basis.
There is also the choice that your LA / RBC might buy in resources (eg atomic learning, gigajam) that you have to connect to *their* network to access.
Although there is no cross region federation between RBCs as part of Directory Services, but the work being done on Shibboleth will get this sorted over the next 3 years. Some ares of LGfL have Shibboleth in place (anyone using the weather stations system that they have gets asked about this followed by 'oh, your aren't LGfL are you? Maybe soon')
There is still not enough there ... but there is a roadmap ... it may not be clear, but there is one.
