Print Quotas - Cheapest solution for small primary

I am looking into using print quotas in an effort to track costs usage etcand stop unwanted printing. A number of solutions do exist and we may just bite the bullitt and spend the cash, but I thought I would see if there were any cheaper alternatives to the established players - open source etc. We only have two colour lasers (HP 4600cn) and two B&W dells. We have a new canon photocopier(colour) and it's printer driver pulls users off the copier and uses a pin code system to allow both copying and printing - this has proved very effective and has cut our copier usage by 20% in this quarter! - I really would like to do the same with the HP's.

If you have the time to commit to setting it up, Pykota is supposed to be a good open source solution.
Otherwise it's the usual suspects, Print Manager Plus or PCounter. PCounter is my preferred solution.
