Not sure if it can be created from a PC as a source though. I've done this previously but for SP2 used a Windows XP Professional with SP1 Setup CD and a Standalone XP SP2 update.

You cant patch an image and then add a SP. So for example you cant patch conficker and then add sp3.
Just get teh MSDN full sp3 image
Not everyone has access to the MVLS site, though.
