Can't change Input Language

After spending hours trying to get the language bar back for pupils, and then getting Urdu fonts and everything installed i'm having trouble with pupils being able to change the input language.

Everything works fine for the account that installed the language but when anyone else logs in they don't see the Blue En and therefore can't change the language.

Is there a setting in group policy that i've missed? Or anywhere else?
My head is spinning :bowl: i've spent so long trying to sort this! Please somebody help me!!

I have found the easiest way to do this is by installing the languages at the initial windows install (or after sysprep). I think you may be able to change the "default" or "all users" profiles (I'm not sure which, probably both).

We are a language school, so we have to have Chinese and Russian language keyboards available in some rooms.
