Just thought it a bit odd in step 2c that the dhcp database is in a microsoft access database format aka *.mdb
Why not SQL or something a bit more robust ?
Maybe Im asking a completely daft question.

I suppose because the database isn't that big, even if you had thousands of clients.
Windows server has used JET as it's storage engine for DHCP and WINS since NT.
I'm unsure if this changes in W2k8 Server.
Well it seems to work without any issues so I should think it doesn't need to be changed.
Exchange could do with some work though :D
Small well managed jet/access databases are reliable, fast and don't corrupt often so i suspect MS don't want to mess. It's the same in 2008 server they don't seem to of moved it to the renamed Windows internal Db.
