Couldn't you just edit the Sound Scheme to have no sounds at logon or logoff and not worry about the sound files themselves being present or absent?
It may fall over if it can't find the files. Change them to wavs that have no sound instead.
Does using the 'no sounds' setting not work?

Ill try that.
No set them as no sound scheme but once users log in, it still seems to kick in.
Really annoying for the teachers.
