Hello All,
I know there is a group policy someplace were it will make the computer download the latest group policy settings for the computer before the user logs on. But i can't find it. Please can anyone help me?
I am running Microsoft Windows Server 2003 R2 Enterprise Edition SP2.

IIRC there is a setting that forces computers to update the policies at startup, before the logon box appears. This increases boot time but should achieve the desired result.
I cannot remember what the setting is though. Get the spreadsheet from the MS site.

I think what you're after is:
Computer Config/Admin Templates/System/Logon/Always wait for the network at computer startup and logon:Enabled.
