    Does anyone know the best way of changing secrity levels within internet explorer for users???????? VIA GPO

    It's in User Configuration -> Windows Configuration -> Internet Explorer Maintenance -> Security.

    Make sure you switch the GPO to preference mode if you want to import securtiy certificates though!
