A simple jabber cli message sender?

I am looking to find and use a simple client that connects to my jabber server and sends a message to the user being passed as an argument.

Now, I have a perl script already which I use in Nagios for contacting the server - I just want something simple to use on windows servers

For example, I want messages to be sent to me when a user goes over the soft quota, so a little app which can be called would be perfect...

So, does anyone know of such a thing? Or should I be writing one in c#?
