Background changes despite being set in policy

Don't suppose anybody has experience of how students are able to change the background when it has been specified in policy and prevent changing background has been enabled?

Haven't had a problem with this in 6 years and came in today to find that one of the little darlings changed the background to a picture of a man being set on fire, which disappeared when the computer was restarted.

this can be done when a pupils opens an image in picture viewer and clicks on set as background.

this can be disabled by using active desktop images via gpo

thats from the top of my head

You have to remove the ability in IE as well.

Already is. Option is greyed out as it has already been disabled in user config/admin templates/desktop, and control panel
