Can sticky notes be made and used on any pdf or does it depend on the security of each individual pdf in terms of if they are allowed to make comments on the pdf etc ?

Just I was looking around on the adobe site and from what they are saying you can go to the document --> comments --> add new sticky note

Or something along those lines but the document menu hasn't appeared yet and Im guessing it is due to the documents ( ie pdf ) security settings.
