A XP SP2 Laptop I setup will not login offline not even using the network admin acct. when the network cable is pulled and a login is attempted a domain not available error is displayed.
It does not seem to be a problem with user accts as they work correctly on other similar laptops.

You can only login offline if the user profile has been cached. GPO's can prevent this happening. Also, there will obviously be no cached profile if the user has never logged on the machine before.

I don't think the profile has to be cached, just the logon details. If that were the case, the CachedLogonCount registry key wouldn't make much sense.

the problem occurs when thrying to logon to the domain offline.
the user can logon offline on other laptops and computers

Check the HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\Current Version\Winlogon\CachedLogonCount entry. If it is zero then that might be why. Another possibility may be a policy entry which denies logon unless authenticated by a domain controller.
