The heads PA wants to be able to see and create contacts for the Head. I know how to set it up for her to be able to see his contacts but dont know how she can then create new contacts for him.

I have to ask... are the HT and PA using Exchange, or are they using Outlook for email from some other system?

Usually the PA knows the Head's son/daughter/pet's name and therefore their password.
If not, and you are using exchange they can be given either read or read/write permissions, as well as delegated rights over their whole mailbox.
Yeah sorry using Exchange, forgot to mention that.
