Some of our pupils use blackboard to connect to a college system.

If I log onto the network as a staff member or secondary pupil, log onto blackboard I can download the files. If I log on as post16 I get "Your current security settings do not allow this file to be downloaded". Thing is there is no different GPO for secondary or post16.
Any ideas where in GP I should look to change settings.
