we just had it..before you say loopback, we traced the problem to specific laptop. All the machines with ip conflict were reporting 2 mac addresses (in event log) which turned out to be the internal lan and wireless card of a single laptop.
no virus found by sophos but theres a report of one being found in googlevideo exe a few days ago. otherwise we're not sure why it happened. Prob gonna reimage laptop to be on the safe side.
Sounds like either a driver bug or a physical problem with the network card(s) in the laptop. It sounds like it was spewing junk data onto the network. I'd guess ARP.
is it onboard wireless?
if it's pcima, have you tested on another laptop?

We had a machine that did that, drove us batty trying to work out what was going on.
luckily we have a list of laptops mac addresses. I initially had the idea of narrowing down the mac because we have a fair number of different machines bought in batches so i surmised they'd have similar mac addresses.
