    um.... look at the appropriate Group(s) in Active Directory?

    They're listed in the Domain Administrators group...

    Are they automatically there or does someone put them there when creating the user? Or could they be moved out after creation?

    If you copy a user in AD to create a new one then the Groups would follow with them.

    If you do copy a user that has elevated priverlidges, then you can remove the new user from those groups afterwards.

    But yes if you go to the "users" OU in Active Directory, and Click on Domain Administrators it will show you which users are a member of that group.
