When I give staff admin access to their laptop or assigned desktop they lose the active desktop background we've setup and only removing their application data seems to sort this out?
Any ideas?

I use BGInfo for setting desktop backgrounds.

Yeah I've given that a go to Geoff. But the things I have implemented in the background (via VBScript) email links/room booking/helpdesk etc.. have needed to be in html format. Having changed the GPO setting to allow scripts to run via active desktop without the annoying warning messages from Microsoft I'm pretty happy with the result it just seems that if a user has already got a profile and I change local permissions for them on their laptop or personal desktop pc the background fails to appear which is just slightly annoying lol especially since the technician working with me spent the best part of 2 weeks designing it and making sure our logos are integrated and it doesn't look out of place.

Okay the users who aren't getting the desktop are actually local administrators on their laptops now removing the entire app data and rebuilding it tends to work or removing local admin perms and then deleting the ntuser.dat file. Any thoughts?
