Id rather not tell the teacher to measure the case and put boxes into word that are the same size

We use Nero CoverDesigner.
Comes as part of Nero 7, 8 or 9. Might be able to download seperately.

Office online have some templates
Acoustica is good, although each user will have to enter the registration details (I'm told they're about to start working on a fix for this, though). You can design cover, inlays and CD labels (plus direct-to-disc printing, if you have such printers).
This school has printers capable of printing onto CDs, but the disks they have cant be printed onto.
Ive made a simple Open Office Document with a frame in the middle that because its central means they can make double sided inserts.

I use coverxp, there is a free version. You either use a template in your usual design program then drop into coverxp and it resizes. Does all CD and DVD case sizes.
[coverXP] : print your covers in seconds... in style!

I also use CoverXP nice and easy to use. i do have the paid version ;-) but yes the free version will do what you require.
