I have noticed that when the computers go to sleep or into screensaver mode it can take 7 or 8 seconds for the logon box to show, now this only happens on the curriculm network, the admin network is instant.
It is a full XP network with Vanillia 2003. Any idea what might be causing it.

Since it only happens on your curriculum network is probably a profile issue? Are you using roaming or mandatory profiles?
Maybe check the key in registry that does Power Configigurattion on your network profile:
HKEY_USERS\"YourProfileName"\Control Panel\PowerCfg\PowerPolicies
