Group Policy not being applied
I have Server 2003 and XP Pro Clients
I have set a new OU called test and created a user called test.
I have applied a group policy to the test ou only remove the run command and it is not being applied.
I've tried selected enforced, and other common knowledge settings but to no avail.
Is there any thin else i could try its a nightmare.

Do you only have the one server?
If you have more than one is replication working between them?
Have you tried modelling the policy within the GPO tool?

logon as domain admin go to start --> run and type
gpupdate /force
when it asks do you want to restart press y and hit enter and let it restart, then logon and see if it applied the group policy.

maybe blocking inheritance on that test ou by checking the box so that it doesnt get the policies applied from above.

Re: Group Policy not being applied
If your polcies allow you to access the command prompt then try running gpresult. Also look in C:\WINDOWS\Debug\UserMode\userenv.log and the application log portion of the Event Viewer of the client.
