In answer to your question: on Windows Server, you can manage shadow copies locally, including restoring them, but not much more. You need to access them through a share for full functionality.

I apolgise, I guess if I want windows XP / Windows Vista to have this feature but to see it from their own drive that I have to do through share to itself.

Windows client versions (XP, Vista etc) don't have a shadow copy service. It's a server feature.

Actually Windows Vista does. Its part of the System Restore feature, and works in a similar way to Server 2003. A shadow copy is taken at each restore point, and you can then access the previous versions locally not through a UNC share IIRC.
