Driver search path
Is there somewhere in the registry in Windows XP where you can specifiy a specific folder for XP to look in for drivers when new hardware is plugged in?

Yep and you can use a UNC as well for it.
Modify the DevicePath Registry Key

Is there something similar you do with a Sysprep.ini file?

If you search for "DevicePath" in HIVESFT.INF you can set it for builds from CD's etc as well from fresh.
