Offline files not showing when staff member leaves school building?

I have a seperate issue from the one that is already posted. My issue is that a member of staff has the laptop set up identically to her old one, and the files sync without a problem, but the issue we have is when she leaves the school building and is no longer in the range of the network, she is unable to gain access to the files. Anyone have any ideas?

Is the group policy for the laptops set to specify the action on disconnect?

User Configuration -> Administrative Templates -> Network -> Offline Files : Action on server disconnect = Work Offline

I had hoped that it would fix the issue, but it hasnt. I have had the said member of staff restart the PC, turned off all wireless and network connections of any kind and she is still unable to get to the sync'd drive.
